The Sun Empires agents can turn up anywhere. Such is the cut-throat nature of Kagejimas polictics, the particularly skilled among them often find employment, rather than being turned out from The Kingdom of the Moon.

This is not a stand alone game. A copy of Ninja All Stars is required to play.
