The Elysian Fusion Plant is the first of its kind, and experimental power plant that uses minute amounts of ocean water to generate vast amounts of clean energy via cold fusion. It went online six months ago with great fanfare and since then has been sitting off the coast, just visible from Sentry City, going quietly about its business. So far, things look very positive, and its owners continue to claim that in twenty years, plants like it will be supplying most of the world with clean energy, just as Elysian is already providing portions of Sentry City with an alternative to traditional energy sources. 

But someone doesn't want that to happen, and a new villain with a mysterious future arrives, and only our characters can stop them!
